A tag firing is not the same as permission to personalize ads. Work with the site’s consent platform and legal guidance so signals reflect the user’s choice before relying on audience size.

Segment by intent

An all-visitors audience is a useful baseline, but cart abandoners, product viewers, existing customers and recent converters need different messages and exclusions.

Control repetition

Use membership duration, exclusions and frequency-aware creative planning to keep re-engagement useful. The goal is relevance, not following every visitor indefinitely.
